I believe that it is important for everyone to be able to enjoy the fine arts. One of the ways to achieve this is by learning an instrument. At what point they get involved is dependent on their mental and physical development.
A musical instrument usually teaches a person self confidence. It gives them an outlet for creativity or even frustration. It also teaches learning methods. I could go on and on, but really if they learn to enjoy the arts. That is great and yes that is important.
As far as forcing someone to learn. I am not sure where this fits into the question. Do we force children to learn (Math, Spelling, History etc.) Some educational programs treat art education equal to the other studies. It is not an extra or a minor subject.
